In the case that you are only interested in playing cheap PC games, then there is no reason to get an expensive computer.  There are desktops out there that have amazing specifications and can run the most intensive of games, but some people do not need that much.  For those that will not run powerful applications on their computer, a cheap PC is good enough.

When deciding what kind of personal computer to get, you need to think what you are going to use it for.  If you are only going to play cheap PC games and write word documents, then you do not need anything fancy.  What determines how good a computer is are the parts inside it, as well as the software.  If the computer has a lot of RAM, high quality graphics and sound cards, and a quality operating system, then it will be quite expensive.  In regards to speed, a Windows 98 computer could be almost as fast as Vista as long as it had enough RAM, but it would not be able to run modern software.  That is why the operating system you choose is important as well.

You can find cheap personal computers basically anywhere.  On the Internet, it is easy to find people who are trying to get rid of an old computer because they just got a new one, or something along those lines.  You can take advantage of these deals and save a lot of money, and it sure is better than going to a store, where you will ultimately have to pay much more.

Most people associate cheap PCs with slowness, but as stated above, that is not necessarily correct.  Your PC might be able to go pretty fast, but depending on the software installed on it, it might not be able to run certain programs.  As long as the PC has an adequate amount of RAM, you can avoid problems like the system freezing up or crashing.
